Passive Limiter

Passive Limiter device for Kamen Rider Hyougiin is used to limit the power output of the rider. In other words, this device will weaken the rider powers. This device comes in two part, the docking port and device port. The docking port is the one which will be attached to the belt, this docking port doesn't have any limiting function. The device is the cylindrical object with "PASSIVE LIMITER" text on it, this is the one which will limit the riders power. Without this thing attached to the docking port (and the docking port of course need to be attached to the belt sa well), the rider power will be fully unleashed.

Kamen Rider Hyougiin's enemies are mainly human, so overwhelming power of the rider is not necessary. To reduce the brutality level, this device was created to inhibit riders' powers. Without this device, normal punch in rider suit to the head would be equal to... at least a hammer with 5 tons weight to the head. With this device, normal punch will be 3 times harder of normal human punch.

While this device seems to be useless in battle against non-human enemies, depends on the creativity of the usage, Kamen riders could turn this "useless limiting power device" to a very tactical device. This is what the device would do if attached:

1. Greatly reduced normal attacking power
2. Limits the power surge on the current power level.
3. Limits the rider punch or rider kick unleash to one power level.
4. Limits the power output, as stated in no.1, passive limiter will reduce normal attacking power, and this will lead to lower power consumption as well, giving longer time for the suit to hold up.
5. This device will NOT reduce the attacking power of rider punch or rider kick

Before continuing to the usage example, some info about Rider Punch and Kick for Kamen Rider Hyougiin:

Kamen Rider Hyougiin uses power surge before doing rider punch or kick, this will accumulate power to the belt and transfer it to the gauntlet or the boot as required. This power accumulation for Justice and Freedom normally has three stages, while Hyougiin Vengeance has four stages. With Universal converter (this would be another device to put on the belt) equipped and adapting Hyper Zecter to the converter, Justice and Freedom gained access by using Maximum Rider Power to level four power surge, while Vengeance also get one level upgrade to level five.

Description of power surge levels:

Level one is a single target damage with insane damage, uses 1/8 of the belt's power gauge.
Level two is an area damage with far more insane damage in the impact point, and about half of the damage in the nearest area of effect, further the target are from the impact point, lower the damage. Uses 1/6 of the belt's power gauge.
Level three enables the rider to launch the accumulated power in a projectile form, dealing absurdly insane damage to the impact point, and leaves area damage like level two attacks. However, further the projectile travels, lower the damage will be, and the area effect will work like level two as well. The furthest effective range of the projectile is 10 meters, more than 10 meters, the projectile starts to lose power, any farther than 40 meters, it will be very weak, even normal punch from a 5 year old kit will hurt more than this. Uses 1/3 of the belt's power gauge
Level four has similar method with level three: ranged, area of attack, but with even more absurd damage, and the projectile will damage anything nearby on its path. The projectile will explode on impact though. Uses 1/2 of the belt's power gauge.
Level five is the same as three, however the projectile will travel close to the speed of light, making it impossible to dodge without hyper clock up (normal clock up and Faiz accel form will not be enough), or could be dodged if the attacker doesn't aim accurately. Because it's concentrated energy, the projectile will look like a laser beam, and this will make the "damage anything in its path" property in level four is not attainable in level five. Uses all the remaining of belt's power with minimum of 3/5 gauge, damage will vary depends on the belt's power but will never weaker than level 3 attacks.

Usage example:

- You can charge the power surge without limiter to maximum level, put the limiter back and unleash three level one rider kicks or punch or combinations of both rapidly.
- You can charge the power surge without limiter and hold it in certain level by attaching the limiter back when passing through the expected level
